Les enviamos un
fraternal saludo desde Venezuela, tierra natal de Simón Bolívar, prócer
independentista cuya visión de libertad ha servido de inspiración a millones de
habitantes del mundo que luchan por justicia, igualdad y respeto.
Por medio de la presente carta le solicitamos, respetuosamente,
que no promulgue y vete la ley que condena a cadena perpetua a los homosexuales,
bisexuales, transgéneros y demás miembros de la comunidad sexodiversa (Lgbti) de
su país.
Dicha ley, que no es más
que una reformulación del proyecto presentado en 2010, también castiga a
quienes expresen “actitudes homosexuales”, a los que no se atrevan a denunciar
a alguien Lgbti y prohibe a las organizaciones de Derechos Humanos en su nación
a discutir sobre el tema.
Evidentemente esta ley es una ofensa a la dignidad. Representa, además, un retroceso histórico ya que
la tendencia mundial es hacia el reconocimiento de los derechos inherentes de
tales personas, que son tan ugandeses como usted, con la diferencia que ellos
manifiestan una orientación sexual diferente a la mayoría.
Es vergonzoso que el
parlamentario David Bahati sustente su proyecto de Ley argumentando razones
totalmente subjetivas. Según reseñan agencias de noticias internacionales,
Bahati expresó: “Yo estoy contento de que el Parlamento vote
contra el demonio. Pero porque somos una Nación que le teme a Dios, nosotros
creemos en una visión holística. Es por estos valores que el Parlamento aprobó
esta legislación sin importarle lo que el mundo piense”.
Entendemos que esta Ley ha sido promovida por
grupos religiosos fundamentalistas, tanto “cristianos” como “islámicos”,
alegando que la homosexualidad es “diabólica” y que es la supuesta responsable
de la propagación de Virus de Inmunodeficiencia Humana. Tales afirmaciones revelan una ignorancia tan grande como el cielo, ya
que los principios espirituales conducen al respeto de la dignidad del hombre y
la mujer. Además, acusar a la comunidad sexodiversa de propagar el HIV es
totalmente contrario a lo que la misma ciencia ha ratificado: todos estamos
propensos a ser infectados y, por lo tanto, todos somos responsable de su
prevención.
Vale recordar, presidente Museveni, que es
vital la defensa del Estado Laico. Las
peores tragedias de la humanidad han ocurrido, precisamente, cuando el
fundamentalismo religioso asume papel gobernante, y ese no debe ser el destino
de Uganda.
Tenemos entendido que, supuestamente, se han
reportado agresiones sexuales ejecutados por presuntos homosexuales. De ser
así, lo correcto es que el Estado actúe contra el delito individual conforme a
las leyes y derechos humanos, pero en lo
absoluto debe ser tomado como excusa para atacar a toda la comunidad
sexodiversa.
Recordemos, además, las duras consecuencias políticas y
económicas para su país si promulga esta Ley. Es
bien sabido que la inmensa mayoría de naciones rechaza categóricamente la
penalización de la homosexualidad, por lo que es su deber salvaguardar los
intereses de todos los ugandeses.
¿Cuál
es el problema con los homosexuales, bisexuales, transgéneros e intersexuales?
¿Acaso no son también seres humanos creados por Dios? ¿Solamente usted es
Presidente de los ugandeses heterosexuales o de todos? ¿No es su deber proteger
el derecho de todo el pueblo de su país?
Todos somos libres de fijar posición en esta
vida. Si alguien no está de acuerdo con la homosexualidad, pues bien, su
opinión debe ser respetada. De todos modos, los heterosexuales deben estar seguros que la comunidad homosexual no
está interesada en ellos, así que ¿cuál es el problema? ¿No pueden coexistir
como hermanos africanos?
Por estas y todas las demás consideraciones
alrededor del mundo libre le solicitamos que no promulgue, de una vez por
todas, esta bochornosa ley homofóbica. En cambio, promueva leyes que defiendan la dignidad de todos los ugandeses, que se
acaben las persecuciones, los ataques, insultos y discriminación.
De igual modo, lo exhortamos a que aplique medidas sanitarias especiales para
contrarrestar el VIH/SIDA, enfermedad que ataca a todos por igual, sin
distinción de orientación sexual, raza, nacionalidad, religión y condición
social.
En nombre de la humanidad, le pedimos ese acto de justicia.
De usted depende la imagen de Uganda ante el mundo y el recuerdo ante la
historia.

Through this letter we ask respectfully that not enact the law that sentence to homosexuals, bisexuals, transgenders and other members of the community sexodiverse (LGBTI) in your country.
Obviously this law is an affront to dignity. It also represents a historic setback as the global trend is towards the recognition of the inherent rights of such people, who are so Ugandans like you , except that they show a different sexual orientation than most.
It is shameful that David Bahati parliamentary support your bill arguing entirely subjective reasons . According to international news agencies outlined , Bahati said: " I am glad that Parliament vote against the devil . But because we are a nation that is afraid of God , we believe in a holistic view . It is these values that Parliament passed this legislation no matter what the world thinks . "
We understand that this Act has been promoted by fundamentalist religious groups , both "Christian " and " Islamic " , claiming that homosexuality is "evil " and that is the alleged responsible for the spread of the Human Immunodeficiency Virus . Such statements reveal a sky as big as ignorance , and spiritual principles that lead to respect for the dignity of man and woman. In addition , the sexodiversa accuse of spreading HIV community is totally contrary to what science has ratified the same : we are all likely to be infected and , therefore , we are all responsible for its prevention.
Worth remembering , President Museveni , which is vital defense Secular State. The worst tragedies of humanity have occurred precisely when religious fundamentalism assumes governing role , and that should not be the fate of Uganda.
We understand that supposedly have been reported executed for alleged sexual assault homosexuals. If so, it is right that the State acts against individual offense under the law and human rights , but at all should be taken as an excuse to attack the entire sexodiverse community.

What is the problem with gay , bisexual , transgender and intersex ? Are they not also human beings created by God? Is it only you are President of heterosexual Ugandans or all ? Not his duty to protect the right of all the people of your country?
Everyone is free to establish a position in life . If someone does not agree with homosexuality , well, their opinion should be respected. Anyway , heterosexuals should be sure that the homosexual community is not interested in them , so what 's the problem? Can not they coexist as African brothers ?
For these and all other considerations around the free world we ask that you not enact , once and for all , this sultry homophobic law . Instead, the legislation that promotes the dignity of all Ugandans , the persecutions , attacks , insults and discrimination are gone.
Similarly, we encourage you to apply special sanitary measures to counter HIV / AIDS , a disease that attacks everyone, regardless of sexual orientation, race , nationality, religion and social status.
In the name of humanity , we ask that act of justice. To you to Uganda 's image before the world and before history memory .
